This study aims (1) to analyze the level of feasibility of the function of the city road segment by Pass-Laode Hadi/Pasar Merah Baru-Bundaran Pesawat in Kendari City using the test method and evaluation of technical requirements for road functions; (2) analyze the level of feasibility of the function of the city road section by Pass-Laode Hadi/Lampu Merah Pasar Baru-Bundaran Pesawat in Kendari City based on the administration document of the roadworthiness test; (3) spatial analysis for the function of the city road By Pass - Laode Hadi/Lampu Merah Pasar Baru-Bundaran Pesawat in Kendari City. The study used a survey method with descriptive qualitative analysis. The results of the study show that (1) Analysis of the road function test worth, as a whole By Pass-Laode Hadi/Pasar Merah Baru-Bundaran Pesawat is included in the "conditional function with recommendation (LS)" category where the road has been fulfill some LFJ technical requirements; (2) The results of the analysis for roadworthiness tests with administrative requirements are obtained; (a) Location of feasibility study as a class of secondary arterial roads with city road status; (b) The area of land / land available on the road that is reviewed has fulfilled the requirements for road design requirements, but the ownership document of RUMIJA does not yet exist; (c) Guidance signs, commands and prohibitions for traffic are appropriate but eight signs are needed for crossing needs; (d) Administrative documents in the form of AMDAL (DELH / DPLH) documents in 2014 and road leger documents available to technical agencies, but need to be updated; and (3) Spatially the construction of Roads By Pass-Laode Hadi / Pass-Laode Hadi/Pasar Merah Baru-Bundaran Pesawat can increase mobility, increase livelihoods, and increase economic growth.
