The use of land for settlement requires to be managed properly, therefore that is in line with spatial planning of the city by considering ecological balance aspect, as a result, it will not decrease land’s quality. Environmental damage could be happened because of development trends of settlement which exceeds carrying capacity of environment such as density, size and shape of settlement. Abeli and Nambo sub Districts have an area of 43.85 Km2 or 16.4 percent of Kendari City (BPS Kendari City, 2017), it is a strategic area for urban development because it has a relatively wide location and directly facing to the Banda Sea.This study intended (1) to analyze the land suitability level for settlements in the coastal areas of Abeli and Nambo Sub-districts; (2) to acquire the views of the community in choosing the location of settlements in Abeli and Nambo Sub-district, Kendari City.The research used qualitative and quantitative research methods. The analysis of this research are descriptive qualitative analysis and spatial analysis. This research consists of 8 (eight) variables such as slopes, coastal line distance, river border, the distance to Tsunami prone location, the distance to flooding area, the distance to mangrove ecosystem, tidal fluctuations, and water level of tidal flooding. The results of the study shows that (1) Land suitability for settlement in Nambo and Abeli Sub-districts, in which for Highly Suitable is 2.382,87 hectares or equals to 80,44 percent, Suitable is 15,56 hectares or equals to15,56 percent, Conditionally Suitable is 114,26 hectares or equals to 3,86 percent, and Permanently Not Suitable reaching4,24 hectares or equals to 0.14 percent. (2) The views of community in choosing location of settlement is affected by costs, location or accessibility to work and public facilities, secured from natural disaster, sanitation, and so on. Choosing of settlement based on land suitability for Highly Suitable category is 40 percent, Suitable category is 37 percent, Conditional Suitable is 21 percent, and Permanently Not Suitable is 1 percent.
