(II) Asrul jaya, S. Sos., M.Si. This research was coundected for the communication process of National Population and Family Planning Agencymin disseminating the village of KB to the surrounding community. This research used Social assessment theory by Sherif Muzafer. Data analysis techniques in this study used qualitative descriptive analysis techniques by providing a clear and detailed description of yhe Communication Process National Family Planning and Family Planning in Socializing village of KB (Communicator Studies in Petoaha Village Abeli District Kendari City). This study shows that the communication process that occurs where the BKKBN acts as a communicator, delivering a message to the community in Petoaha Village Abeli District Kendari City. There are three zones in conveying the message, that is in first zone, delivery of messages from BKKBN Kendari City must really be understood by the people of Petoaha Urban Village, so that people respond to the content of messages delivered and participate in thr program of kampung KB. In the second zone, the message submitted by BKKBN Kendari is not understandable by the community, so there are people who refuse to join and there is no change of attitude to participate in the program of Kampung KB. In the third zone, Non commitment is when the community of Petoaha Sub-District Abeli not committed to accept or reject messages, participate or not for what is submitted by BKKBN Kendari.
